I think they were stickers for entering the Smithsonian Air and Space Museum but I'm not sure. Certainly not campaign buttons, though.

I think it was a flyer of some kind.
More likely running FROM something.
Some people smile when they get their picture taken. Even in mug shots.
All I can think of how much saner politics was back then.
